Dr. Todor Tagarev

Head of the Centre for Security and Defence Management, Bulgarian Academy of Sciences. Security and defence planner combining governmental experience with sound theoretical knowledge and background in cybernetics, complexity, and security studies; specializing in security sector reform, primarily from organizational management perspective.

Dr. Tagarev served as Defence Minister in Bulgaria's Caretaker Government, March-May 2013. Previously, he was the first director of the Defence Planning Directorate at the Ministry of Defence of Bulgaria (1998-2001), where he served also as Director of the Armaments Policy Directorate and National Armaments Director (May-September 2001). From September 2009 till September 2010 he was advisor to Bulgaria's Minister of Defence. Dr. Tagarev was Head of the Security and Defence Management Department at G.S. Rakovski National Defence Academy in Sofia (2004-2008).

Todor Tagarev holds a M.Sc. degree in Automatics and Telemechanics from the Air Force Academy in Dolna Mitropolia, Bulgaria (1982) and a PhD degree in Control Theory and Applications from the N.E. Zhukovsky Air Force Engineering Academy in Moscow (1989). He is Distinguished Graduate in Airpower Studies and Operational Art from the U.S. Air Command and Staff College, Air University, Alabama (1994) and Senior Researcher (Associate Professor) in the Application of the Principles and Methods of Cybernetics since 1999.

From 2005 till 2008 Dr. Tagarev was member of the NATO Research and Technology Board and national representative to its System Analysis and Studies panel. He has considerable expertise in leading and participating in national and international interdisciplinary research teams. Author of numerous books and papers in refereed journals. His scientific publications have been translated into Arabic, Armenian, Azeri, Bahasa, Dari, French, Georgian, Hungarian, Portuguese, Romanian, Russian, Serbian, Spanish, and Ukrainian.

Editor-in-Chief of Information & Security: An International Journal and DCAF's series in Security and Defence Management. Member of the editorial boards of the PfP Consortium of Defence Academies and Security Studies Institutes publishing, inter alia, Connections: The Quarterly Journal and of the Journal of Defense Management.
